Whats the minimum amount of strokes (sum total of both players) needed to leave one player needing a snooker to win?

assuming a player pots a red from the break he could take 10 reds and blacks leaving his opponent needing a snooker

19.
If the person who breaks pots 10 reds and 9 blacks he will be 73 in front with 67 left.
If the person who breaks makes a foul, the other player needs 9 reds and 9 blacks to put him 76 in front with 75 left.

CORRECTION (If it's a trick question)

Player 1 pots all 15 reds in his first shot then takes the black, yellow, green to be 27 infront after 4 shots with 22 left.

Almost there, 3 actually, player one breaks, and fouls the black. Player two smacks into the pack, pockets al 15 reds, and takes a black with it. 29 points to player two, 27 left on the table.
