Assuming you mean the recent school incident steve 56, not very likely. I don't think the Chechen rebels have got any beef about the UK government.
For goodness sake, even if you don't read the newspapers, pay a bit more attention to the TV news.

You do have to wonder at what point a terrorist thinks he/she's going is going to advance their cause by firing a machine gun at a screaming child.
Bastards.

You're assuming there's something approximating rational thought going on. These are people who have, for whatever "reason", left sensible decision-making behind. They're not all psychos; some will be idealists caught up in a cause, while others will have embraced a form of nihilism. The leaders, though----the ones who shoot dissenters, and explode devices worn by the Black Widows----are empty, soulless bastards.
The fact that the weapons were stored in the school weeks before, and the fact that they enticed many of their hostages into the gymnasium, means that someone knew well in advance that they were going to kill scores of children, and that thought cast no shadow on their conscience.

Publicity - the terrorists most valuable weapon.
Nothing makes the world sit up and take notice more than a dead or suffering child. If they had done another theatre job and killed adults it would have been old news inside 2 days but by killing kids they are guaranteeing themselves a place on the front page of EVERY newspaper in the world and lead story on every news broadcast for a long time to come.
