Yes, he did return as a she - of sorts, anyway.
In the 1980s Seattle-based filmmaker Ryan K. Johnson (a chronic fanboy, presumably) produced four movies with a female Doctor. They were:
Doctor Who: The Wrath of Eukor (1984) 30 minutes
Doctor Who: Visions of Utomu (1986) 32 minutes
Pentagon West (1987) 28 minutes
Doctor Who: Broken Doors (1988) 20 minutes
Actress Barbara Benedetti wore the titular crown. Copies still available, apparently.
