The girl obviously has problems. I hardly think an asbo is the solution, unless they know all she wants is the attention - but even that is a problem in it's own right and I wouldn't classify it as criminal. I think she needs help and not punishment - but wait until she succeeds in killing herself and we'll have a ?1M enquiry to confirm that Social Services and the legal system failed in their Duty of Care once again.
