It depends on the potential audience for a film.
If Angelina Jolie made a hardcore porn film (which would be nice) with Brad Pitt and Steven Spielberg directed it, it would not be passed without cuts.
If a French director made a film with blow jobs, cum shots etc etc that was only going to be seen by three people in one cinema in London then shown in the middle of the night on Film Four, they'll pass it.
And I think it's about CONTEXT too. You cannot say cum will not be cut from future films, it's about how and why they are shown. I'm not sure about sex but realism plays apart when passing/cutting violence. If one human gets their head blown off in a film, it might be cut, if three thousand aliens do, chances are it won't.
