Would-be suicide bomber Muktar Said-Ibrahim is a convicted violent criminal
who was part of a teenage gang which carried out a string of muggings.

Friends said that as a youngster he smoked cannabis and was known as a
troublemaker but he was radicalised in jail.

He was sentenced to five years in early 1996 but qualified for early release
after serving two-andahalf years at Huntercombe Young Offenders'
Institution and Woodhill Prison. When he came out he adopted Islamic
dress and became devout.

Said- Ibrahim had arrived in the UK from Eritrea in east Africa as a refugee
with his family in 1992 when he was 14.

In November 2003 he applied to become a British citizen and he was given
a British passport last September.

A condition for naturalisation is being of "good character" and the Home
Office was unable to comment on how Said-Ibrahim obtained a passport
despite a criminal record.

The only cross checking on the good character and no criminal record, is if the applicant says they are both true. It appears the Home Office can't be bothered to do any checks for themselves ... well that woyld be too much bother. The attitude is if they're already here then let them stay - I worked with a man from Sri Lanka who came on a student visa, after that they gave him a temporary extension for work training or something - when he applied to renew it after a year they said "do you want to apply for a British Passport", to which he said "YES, thankyou" - he couldn't believe his luck as he never even asked, but you can't blame him for accepting the offer and he was a really nice person. But that's how mad the system is.

This is the kind of thing I can understand why people are blind with rage about their own system being soft.
