"making indecent images" means clicking a button on computer...
If the guy had a mere 15 pictures on his hard-drive and they want to prosecute what the hell were they of? Of course, as we'll never know then it can be left to our imagination, which is exactly what the media love to do in these cases.
I don't care what anyone says, the fact that looking at pictures is an offence means goalposts on this can be moved to wherever they like, and as "under age" can mean under 18 now it's just another example of a very fucked-up society.

If he had admitted it he would have been cautioned.This operation features hard core sex pictures with very young kids.They will charge if you are in the public sphere eg teacher or jail governor etc.Making an image means downloading it and storing it..
