well, in this case you can't blame fifa, it would be uefa's job

Could be a bit hasty with the suggestions going around about pre-qualifying for minnows though. Northern Ireland, who a little while back couldn't even score a goal for an eternity, never mind get a point, and might be suggested as one of the teams for pre-qualifying, last night beat Spain ... and did for England last time too.

There's plenty of "real" minnows to fill a few prequalification groups: besides San Marino there's Liechtenstein, Andorra, Malta, Faroe Islands, Luxembourg, Cyprus and a whole bunch of breakaway former Soviert and Eastern European states like Georgia, Moldova, the three Baltic republics, Solvenia ...... that's 13 obvious candidates just off the top of my head.
