Skype is a horrible piece of crap (I use Spigate which is a much nicer experience).
Anyway:
Use add/remove in the Control Panel (allow deleting of personal data)
Now, you need to select "show hidden files" in folder options.
Then got to C: > Documents and settings > Your profile name > Application data
There shouldn't be a folder called Skype
If so, delete it.
Go to C: > Documents and settings > All Users > Application data
There shouldn't be a folder called Skype
If so, again - delete it.
Download RegSeeker (freeware)
Install Regseeker and then go to "Find in registry"
Type "Skype"
Delete ALL skype entries regseeker finds (don't forget to back-up your registry before deleting just in case - use the check box provided)
Finally reboot.
Skype should now be gone.

Sorry should have explained - after you uninstall via add remove if you get asked say yes to 'allow deleting of personal data', these are the two folders explained on how to delete later in the instructions.
