offline for two weeks

I don't know whay debates I have been missing as I have been unable to get online these past two weeks. If anyone wants to remind me that I have unanswered questions let me know.
I havebeen using a dial-up connection at 46 kps to get online using a Motorola phone and Wind service providers.
What I think is that the signal is poor some of the time.
