There have been a few that were a couple of votes short of a quorum. Hoover and Coolidge come to mind as pretty useless. When informed that the latter had died, Dorothy Parker remarked 'How can they tell?'

He doesnt seem too bright. His public faux pas' and stupid statements seem endless. He is a politician though is there such a thing as a good one ??

Reagan may have been dangerous, but I dont think he was a moron. Populist, aimiable, optimistic, sentimental and simplistic, he largely reflected the mood in the US at the time in a way that Bush doesn't now. You would not be able to compile a library of gaffes, mis-statements or imbecility by Reagan in the same way as you could with the present encumbant.
