Total damage has now gone past 1.5 billion, the 14 million wont make a dent.

The big questions are:

Who is allowing housing to be built on flood plains?

Who is responsible for ensuring the drainage system doesn't back up?

On a smaller scale, the Kinross-shire town of Milnathort is still suffering over six months after the new flood defences failed miserably. The local council is claiming it is all the fault of the contractor which did the work and didn't follow all the specifications. But who decided who would win the contract? Who should have checked the work was done correctly? Yeah, that self-same council.

Councils throughout the UK will try and wriggle out of this, but they have to accept responsibility for a huge amount of thisrecent damage.

The problem in Sheffield is mainly the newer estates. These houses have been built and sold on flood plains, and the contractors never told the buyers.

The situation is that a lot of in insurance companies feel like they've acceped policies they may well not have, having known the facts, and home owners also feel like they've been duped.

The builders/contractors blame the local councils for allowing planning permission..........so as usual, everybody's passing the buck and the people who're the most in need are the ones who lose out the most.

Whatever happened to just owning up?
