some underground stations were closed friday circle and district were no go so it was piccadilly line for me then a 70 bus back here.

Unfortunately in the majority of cases it is down to incompetence within local authorities.
Ours are looking at building on a flood plain and despite being told there is a significant risk by the Environment Agency they are still looking at building on a flood plain.
My personal view is to solve the housing problem houses need to be built in areas without risk. Trouble is most of these areas are green belt and as soon as houses are mentioned the green environment lovies go mental.
Money being spent will always be a problem but what happened in Worcester was an absolute joke and down to sheer incompetence in my view.
