Its industry custom rather than law. In English law you cant be held under an agreement or contract unless you are over 18. You can have sex at 16. And it is not against the law to photograph girls of 16 or 17 in porn. However if you take shots or vids of girls between 16 & 18 nobody will buy them because of the contract being unenforcable if something goes wrong. And you will not be able to sell your material in the USA due to their laws.

I remember in the mid 80`s Penthouse regularly published photos of girls under 18. Two famous exaamples from 80`s Penthouse mags I own are Linda Lusardi aged 16 spreading her pussy and Paula Yates aged 15 in similar spread legged poses.

Publishers Northern & Shell were able to show pics of a 15 year old Paula Yates showing her pink bits. So there.

That was the Mayfair which was pulled from the shelves when it was discovered that she was actually only 15.

And I seem to remember the photographer ended up in prison for it.
