True, but at present [although the major banks are trying to change this,
surprise, surprise] on-line credit-card users are protected by the card-
companies. I've been a victim of minor fraud twice in ten years [which is a
pretty low rate in my book] and both times the card company adopted a
'no-liabilty' posture with me and took the loss themselves.
Which is at it should be.

...it's just that I'm not so sure that your implied claim that the internet is
significantly riskier than other methods of transaction is valid. As long as
you use SSL or the more sophisticated encryption-software now coming
on-stream you have a reasonable expectation of risk-free purchasing.
Total security is an impossible ideal.
