Is anybody aware of any other institutions who insure individuals/bodies in such a way?

Cooper is either an idiot, or being wilfully disingenuous; it would be a
restraint of trade [as he well knows] to prevent an insurer indemnifying a
body against legal costs.
As long as you're prepared to pay the premiums you can be insured
against ANYTHING.
