All places have shitty areas..........all of 'em. Liverpool is shitty, as is most of Birmingham. London is a fucked up place as well...especially areas like Peckham and Bermondsey.
Portsmouth, in the south of England, is pretty grim
Basically, it's the same as anywhere; you have rough parts and nice parts right next to each other. For example, St. John's Wood (plush) is 2 minutes up the road from Kilburn (rough). Notting Hill (plush) shares the border with Ladbroke Grove (rough in parts, but not as bad as it used to be).
Bristol is fucking grim as well

Having lived in Kirkby and before that Portsmouth, I can confirm they are absolute shit-holes of the highest order.

I worked and lived in a village a few years ago, and it was the wankiest place on earth, fucking yokels. Grudges going back 3 generations. The pub where I worked was the epicentre of this village and I swore blind if I won the lottery, I would buy the establishment and turn it into a half way home for criminals.....that would give the villagers something to REALLY moan at.
Either that or an upmarket gentlemans club*
