Yes. You're uploading and downloading information constantly while online.
Why would anyone get a connection with a download limit. Can't you get unlimited broadband for about a tenner a month these days?

A mate of mine got Tiscali 2 years ago. I told him they were crap, but he went ahead anyway. He's had no problems.
