Youre probably right that most of them have got one foot in the grave but thats something we all have too live with.

Once went to a party and the cops arrived to tell us too keep our voices down-no bullshit-the house was located in a gully so you could have squeezed a fart out with your cheeks closed and the neighbours would have still heard.

In my view if you've got problem neigbours take action before thay do-legal action that is-before it escalates.The other action to avoid action invite the neighbours from all around-most don't show but the ones that do are normally good value
