The Babies were new recruits to the Police, Rockliffe was the DCI or something - S56 will tell you more.

Rockliffe looked like Jethro Tull legend Ian Anderson. But wasn't.
A shame, as Mr. Anderson could no doubt have acted better than the bloke who played Rockliffe.
