Tories and their prison paradox.

In opposition, Tories shout loud and hard about the need to build new prisons. Fair enough.

But in government- not that that will happen to Tories in England for many years, or in Scotland ever again- the NIMBYS appear. And the Tories examine the state of their majorities, their expenses and their waistlines- and back down.

All mouth and no trousers, it would appear.
