as i understand it, the content of the satellite channels on skydigital(or cable or anywherelse) is subject to approval by the ITC.

what, REALISTICALLY, are the chances of the ITC relaxing their guidelines/stranglehold on the satellite channel content in the same way as the BBFC have on the content of R18 videos (i can remember when the content of R18 videos was a LOT softer than we can get on satellite now).

while on the subject of satellite content, we all know that in a hardcore video, the guy pulls out at the last minute so that the audience can see the cumshot. so why is it in so many softcore vids and short films, the guy always pretends to come inside. it always seems to ruin otherwise good scenes. if they are worried about censorship, there are ways around it.

With the exception of the BBC, you are correct that the ITC
regulates broadcast television. There is however a new
regulatory body, OFFCOM, that I would expect to see play
a larger role in the future.

Realistically, there is little chance of the ITC relaxing
their content rules because of concerns about minors
accessing hardcore material. The individual purchasing
an R18 film is expected to exert a degree of control over
the media and may face criminal charges if he does not.
Hardcore on the airwaves is much more accessible because
it is harder to exert control over recieving equipment.

Some people will talk about smart cards, V-chips and other
content protection schemes, but I remember being twelve
years old and being the first person to figure out how to
programme the VCR.

Put another way, videos are a 'pull' medium - you have to
go and get them. Satelite is a 'push' medium - the
signal enters your home whether you want to decode it
or not. If you agree with censorship at all it is
probably sensible not to treat the different schemes the
same.
