Is this offensive?

A police telephone information card has been deemed offensive as it has a picture of a puppy sat in a policemans hat.
WTF?

It was deemed offensive by Cllr Asif but as Ghulam Qadar, the Muslim owner of Azmat Stores says ?I didn?t put it up because I didn?t realise it was meant for everyone ? I just thought it was for me if I ever needed to phone the non-emergency number.?
?I don?t have any problems with the postcard. I think perhaps the police should have used an animal with a stronger or more forceful image ? I don?t think a puppy is a particularly terrifying image.
?I can see that for some people who are deeply religious it could be offensive, but for those Muslims brought up here I don?t think it would be too much of an issue.?

The pic of the dog seems apt. "A new number for non-emergency calls".....

Only offensive to the councillor in question, apparently, and all he's done is provoked a lot of "if they don't like our dogs they can fuck off back to" letters.
Tayside's Muslim community seems not to give a stuff about it. Bloody politicians.

The Daily Mail's (who else) headline is something like "Muslims in uproar!"
It's probably just the odd nutter.

Believe me, it's just that one councillor. It was in my local paper a couple of days ago, and he seems to be the only Muslim with a problem about it.
No surprise Der Mail jumping on der bandwagen, though.
