He is a complexity freak, obsessed by detail but loses sight of the big picture. Nick Clegg, for example, made this point at the last prime ministers question time. A classic example is the tax credit system - so complicated, Gordon Brown must be the only person on the planet who understands it yet it is a joke as it has major flaws, but he overlooked the flaws.
