Website Advice

Folks
I've noticed on a few sites that when links are clicked sections come up with tags relating to the subject (sometimes lol) under articles videos etc.
Does anyone know if they are created by the person making the post or the website themselves please?
I've never posted anything on line apart from on forum's, always wondered how it works and as it's pissing down and miserable (for a change) thought I'd try and work it out.
As usual my techno brain has failed me and this is usually the best place to start.

Anyone any ideas on the above please?
I am trying to work out if when you post something on a website forum if the tags it generates are created by the site or the poster?
Say I typed in an article about WW2 would I then also have to put the tags in or would the site pick them up?
I've seen some articles with loads of tags underneath them and wondering who puts them in, if that makes sense.
I remember meta tags from ages ago but have been told they are no longer used - that much.
Any ideas?

I am old, thick and no idea what a blog is I mean internet articles Deuce like:

The tags at the bottom of this story, click on one and you get all relevant stories relating to that article.

same thing...from the above link it appears anyone who knows how can tag an article which probably means there will be some wild inaccuracies due to
trolls
What is a tag?
Tags are used to classify and identify an item. The difference in a typical directory classification though, is that TAGS ARE USER-CREATED, meaning YOU decide who gets grouped in whichever way suits you. You might 'tag' MyBlogLog as cool, social, blogs and friends. Or, you might tag it something less flattering. Sure, it would sadden us, but the tags you use to classify items are entirely up to you. As more people tag an item with the same word, the tag will grow larger and bolder. When you see a giant tag, you can be sure that the word is in some way relevant to the item it is being used to describe.
Not that i really know but i think yahoo buzz is somehow connected to the tagging or i could be talking out my ass
