Privacy busting websites...

Panorama on BBC1 just now was all about the surveilance society and how every detail of your life can be accessed by anyone now, more or less, and how this is getting worse all the time. One thing the programme touched upon was 'privacy busting websites' where people bid for the services of one of these people who can find people who are doing their best not to be found, and also to hack into supposedly secure databases and systems in order to find out information about someone on your behalf. A sort of online private eye, but with the skills and abilities to crack systems and find people (their address, place of work, etc) who are doing their best to remain hidden. Has anyone on the Forum heard about this, and could you give anymore details? It sounds interesting. It was obvious that there would be online private eyes, but the bidding system is something I've not heard of before. I didn't get all the info on the programme as I was eating at the time and only half watching. Does anyone know more about this?
