the bit before the bbc news

you know that lead up, when there's people dangling from red cloth and sometimes they roll themselves back up the cloth. i think it was also done for the opening of the millenium dome.
Anyone know what that's called, the act itself? Is it a circus thing or just a performing art of some kind. Also, what's the name of the cloth they use?
