Does this make Thatcher a killer?

Margaret Thatcher negotiated the deal for transferral of the former State tobacco company in Khazakstan over to the american cigarette company Philip Morris.
Khazakstan?, that was a relatively poor country with smallish population before oil wealth came along wasn't it? - strange place for Thatcher to negotiate such a dirty deal?, you say?
No!!!!! Khazakstan shares a 1000 mile long "porous" border with China. Philip Morris smuggle cigarettes out of Khazakstan and across to their more populus neighbour.
China is the only country in the world where the numbers of smokers are increasing - the Communist dictatorship see premature death from smoking as a "simple" control on population growth.
So does Thatcher's role in enabling PM to smuggle marlboro cigarettes into China and their hundreds of millions of unaware smokers make her a killer then? or not?
