Well it certainly wasn't the Sex Pistols, who didn't form until 1975.
Iggy Pop was referred to as a punk as long ago as 1970.
It does depend however on what you actually mean by "true instigator".

The Ramones and The Stooges are often cited, but I think it was New York Dolls.........even if they wore make-up.
First 'punk' 45 in UK was New Rose by The Damned and NOT Anarchy in the UK as often thought
