Im in partial agreement. Yoe need a licence to fish in a river or own a dog but any fuckwit can have a child.
There's no doubt there are thousands of people unfit in anyway to be mothers/fathers.
look at the amount of scumbags there are running about drawn into a life of crime, anti social disorder and other severe misbehaviour patterns, alot of whom come from a broken home/abuse, not all but a significant proportion. (some people were just born to be scum).
But then if you look at the broken homes you have to unsderstand how they in turn became broken, was it due to loss of jobs/worth or another signifcant catalyst thrust upon the parents or the parents of parents etc.
When you can finally separate those who's lives have become so fucked up through unfortunate circumstance with those that no matter what you gave them would just be vile parastic stealers of oxygen then you have your answer to whom should be sterilised.
How you get to that point though is beyond me.

"We must not judge what is possible and impossible according to what seems credible or incredible to our own minds .. It is nevertheless a major fault into which most people fall ... to make difficulties about believing of another anything which they could not or would not do themselves. It seems to each man that the master Form of Nature is in himself, as a touchstone by which he may compare all the other forms. Activities which do not take his form as their model are feigned and artificial. What brute-like stupidity ! " Montaigne
What you're saying is that if everyone was more like you the world would be a much better place.
