What is a 'Kylie'?

I am just a simpleton convict from down under, so the latest slang terms from sophisticated Europe haven't reached here yet. Please explain:-
In another thread I noticed the term 'Kylie' was used. It appears to describe a housing estate dwelling slapper who wears the same unwashed tracksuit for 3 months at a time and punctuates everything with "Fookin". They also seem to churn out kids like a sausage machine to claim social security payments.
Am I getting close? And is it because a lot of these little princesses were being born around the time Miss Minogue was first making money (circa 1990). If so, I guess it proves that calling your kid Einstein wont assure top school marks!
