Please ID movie or actress

Hi,
I am searching a movie from the 80s and would like to ask for some help.
The title of that movie was something like "S?sse 18" (English: "Sweet 18", alternate versions of that title because of the German Umlaut may be "Suesse 18" or even "Susse 18"), but I am not sure about this. Unfortunately this is a very common title for a teeny movie and thus hard to find. Maybe it was only the name of the series from which this particular movie came from. But somehow I always remember on that movie with the term 'Sweet 18'. Though, I could be plain wrong with this.
From the style of that movie I think it was from Silwa or from Club Seventeen, maybe from Videorama. Although I already searched many sites for those publishers I could not find it. There is a detail which lets me think that it is not from 'Club Seventeen' though. None of the girls wears any of those typical Club Seventeen T-shirts or headbands.
The plot (as far as I remember it)
Scene #1
