Well done 'Bigfish'! This is the first time I have ever seen this title. From the cover I think this is a later VTO production and is most probably a compilation but I cannot be certain. See below for the 'Art Of Sex' a similar style which is a compilation of older VTO scenes:

I only have a copy of the 'Art Of Sex' and the photo was provided by another collector I traded with.
What is interesting though is Deborah's hairstyle on the cover of 'Cat-Woman'. I have never seen her in a movie with this style but I have in one magazine, 'Teresa O Feb/Mar 1996':

I have a copy of this movie, not an original. I thought I had a scan of the front cover taken from a VTO magazine but I must be mistaken as I cannot find it. However, I will check.
