This seems very similar to Polizei Akademie.

I have seen the Dutch version of the latter one, released by Fun Video as Politie Academie.

The male cast was credited as: Rene Bar, Titus Steel, Franco Roccaforte, Steve Holmes, Fernando H., Sven Otter and Holli Esmeralda (Holly One).

The female cast was credited as: Kelly Trump, Tanja Heinert, Bridget Bont, Kirsten Bummer (I thought at the time it was Kira Red; then I changed my mind after I learned on this very forum that Kira Red and Kerstin Niemann are two different persons; now I think it's Kira Red again), Alicia Salvatore, Karin Klose, Chin Li Um Lei and Sabrina Saschse.

The similarities between the two movies make me think they were shot at the same time -- or possibly one is a re-edit of the other. As such, I am sure that the release year of 2001 for Politesse is for the DVD release, not the original release, which I am pretty sure must have been in 1998, as is the case for Polizei Akademie.
