not many sex scenes at cinemas, restaurants, etc

Surprised directors didn't explore or make more sex scenes at cinemas, restaurants, theaters, dressing rooms, waiting rooms, etc.
I've seen a couple at movie theaters, all Italian; really good.

On the contrary, there have been quite a few sex scenes shot in cinema theaters and restaurants both in Euro and American films (in the old days).
You see less if very little of these nowadays for a couple of obvious reasons. Movie theaters don't play porn movies any more so there is no plot device that would make the set-up workable.
Realistic restaurant scenes are difficult to set up as well. If you were to stage that on a movie set (the settings, the movie cast extras, etc), it would be expensive to do, and in a real indoor restaurant the producers need to get permission from owner, work around the hours it would be available, etc. Also there is the possibility of the location being identified and recognized and if it is a classy/near classy place, you can imagine the fallout on customer traffic and reputation. However, from time to time you may see in Euro and American movies brief scenes (non sex) take place in outdoor restaurants and terraces.

The scenes I've seen, some of which are "recent":
- Senza Ritegno (Babes with No Limits 2): Luna Lombardi/ Federica Tommasi. The best so far!
- Demy Valentine: Euro Sluts 9: My Friends (2005)/ La Femme De Mon Pote Est Une Salope, directed by Nobili.
- Helena Sweet and Lucy Bell dressed as schoolgirls. I can't remember the movie.
- "A qualcuno piace... il culo", by Luca Damiano: Georgia Anghela (as Pussycat); Francesco Malcom.
- Alessandra Shciavo off "La moglie del dentista".
- M?lanie Coste as the usher and Katsumi: ''L'Affaire Katsumi"
- One of Manya, she looked like the usher.
- One with Alessandra Shciavo.
Probably a few more.

I'm not realy recommending any of these in particular. Just mentioning them for their setting, although Barbara Broadcast has probably the wildest restaurant scene in porn.

The quality/variety of the sex mainly.
I'm not really into "restaurant sex" per se, and the movies that have that feature are plot-driven, the sex positions are rather limited, the lighting is rather dim. And to be frank, some of them are patently not really "restaurants", but some room/bar made to look like a restaurant with just a couple of tables in a corner.

Clark's 'Dinner For Sex' and 'Hotel Restaurant Lustoord' are two that were set
entirely in what I assume were real eateries [the latter in a hotel, I think].

In the 1970s these were more common, as more money was spend on production anyway.
Examples in loops:

And a long film with such a scene is
Nasse Katzen.
