Video On Demand Advice Wanted

A very good friend of mine has a back catalogue of DVD titles that he'd like to make available for Video On Demand but he doesn't know how to go about this and I don't know much about it either hence the post on the forum to see if anybody here could give some advice.
He used to sell his DVD's to the trade and to consumers by an online store which was based in Spain and he used to do very well from that but in the last 6 months his DVD sales have dropped to about 30%-40% of what they used to be and it's probably caused by the VOD and downloads market.
How does he go about selling his content to VOD sites and how much should he look to get?
Does he get a percentage per sale or a set fee per sale or something else?
He's a good videographer but not the best businessman and as I've been out of the business for a couple of years then any advice would be greatly appreciated.
