Sorry, don't have a Cannon XL1/2 but
most good video software packages let you output video in what form you want even if it's not recorded in PAL.

Hi I just saw your post, my advice would be to decline this deal...
If you live in a PAL country (UK), get a PAL camcorder.
If you live in a NTSC country (US), get a NTSC camcorder.
If you want final output in PAL, get a PAL camcorder.
There are dozens of technical reasons why this is bad idea, but the main one is the hassle factor.
In a year or so you're going to have a ton of NTSC format content, so when you sell the camera. You'll have to buy/hire a NTSC deck to access your archived NTSC content.
And DON'T rely on conversion in the PC, it will not be easy or quick and the quality will drop substantially.
It cannot really be that difficult to get (or wait for) a PAL version of your camcorder, whatever deals and opportunities you have been offered. You will regret getting an NTSC camcorder for use in the UK... believe me.

NTSC = never twice the same colour. As a format it is not as good as PAL, converting it to PAL will make it even worse.
I have a little Sony Z1, it shoots DV, DVCAM in PAL and NTSC as well as HDV, good value too.
