Advice needed on certs and rates.

Many people will know that up until now I have been a producer of quality bdsm type movies. My wife now wants a similar project and we are looking at going in a more mainstream direction. I just need a couple of things clearing up with regards to:
a) Certs
b) Rates. I have an idea of female rates having been hiring female models for a couple of years, but I have absolutely no idea about rates for guys.

First of all are certs generally required for everything including handjob and blowjob upto the obvious. I would like to think that you are usually safe from catching an std when you are only using your hands! Excuse my ignorance if I am missing something, I normally only produce stuff invloving guys getting kicked in the nuts!

Secondly I am curious about rates, particularly for male performers. I have the luxury at the moment of guys volunteering to come and get kicked in the balls for free as it saves them several hundred pounds on visiting a mistress. However, as I look more into the mainstream porn world it appears to me that you are less likely to get guys doing it for free. And why should they I suppose if you are paying for certs. To that end could you guys let me know what average rates are for the various b/g assignments.
