EL Insurance for Producers - 'Heads up'

Interesting paper on forthcoming changes to Employers' Liability Insurance:
To summarise, the Employers' Liability Insurance Bureau Bill is scheduled to have its second reading in Parliament next month.
The good news:
If (or when) this becomes law, innocent victims of uninsured employers will be compensated for their injuries/illness from a central fund.
The bad news:
1. This compensation will be funded via a levy, imposed either centrally on all businesses, or via Employers' Liability insurance premiums.
2. The bill is also proposing to set up a comprehensive database of all EL insurance policies.
This will have the capability of being analysed against Companies House data, etc. in order to identify and issue automatic fines to uninsured businesses. Of course the cynics might view this as nothing more than a means of the government raising additional revenue - but this is already happening with uninsured drivers via interrogation of the Motor Insurance Database against DVLA records!
The upshot of this is, there'll be no hiding from EL Compulsory Insurance requirements in the future.
