I used to edit a national magazine and have worked in photojournalism etc blah.
I was in the biz when a company called Comag ran the shots and you couldn't get a distribution deal in any major store unless it was through them. Adult shops are different and the market has had to develop with the decline in 'hard' sales. The major issue for any new magazine is that you must have the costs of the first four or five issues sitting in your back pocket because your revenue comes from advertising since the distributor takes the lion's share of the cash from sales with the vendor coming in second and you coming last! But nobody will go-long on advertising with you without genuine readership numbers which you will not have till after the first quarter from a monthly magazine.
Basically you will have to practically give advertizing space away till clients feel safe in offering you ?1500 + vat for a right-hand outside-quarter etc...
So the costs... ink + paper (multiplied by number in the print-run) + layout + time (your time as well as everyone else's)

The last time I was asked to run something like this (on a small scale with a run of 5000 issues per month) for local consumption there were four wealthy men in the initial meetings and every one of them shit themselves at the costs... needless to say it never happened.
But assuming you have some serious finances, lots of patience, actual ability, a dedicated team (who actually know what they are doing) and six months free then I'd say you stand a chance to get it set up.

This may seem like doom and gloom but it's not - it's just realistic. Now you know what some of the obstacles are... when you come across them later on you will see them for what they are - FENCES... not BRICK WALLS!
