I don't understand this line

Thank you for pointing out the typo that will teach me to write directly into wordpress rather than open office! All amended now - (it should have read I believe that individuals should NOT be persecuted...."

It should be 'Have had' and also spotted an other error now which should be "too" much surgery,
Proof reading is a weak point with me I don't have enough patience and skim too much!
