The FACT that these activities would be severely curtailed by "drastic action" is hardly in line with this civilised society in which we suffer stoically and patiently. Think of the "Do-Gooders"-Where would they be? on the street begging? Can't have that.

Be tolerant man, spare a thought for the poor politico who has to agonise over his expense account.

By the way, "honour" has absolutely ZILCH to do with it. (except in the movies)

I don't think the authorities (those not already in the Mafia's pay) have the political will (and certainly not enough smarts) to tackle the problem.
