I *think* it would be technically legal to use a 16-year-old for hardcore, but I know that you'll never see one in a British porno. The rules would be vague anyway, as hardcore couldn't be sold in the uk until last year. But I think the main reason British producers use 18 year olds and over is so that the films can be sold legally in America. Might be wrong.
I always wondered - in places in America where the age of consent is 18, do 17 year olds fuck anyway and no one really cares?
