It all depends which Whitehouse shoot you mean.
When she appeared on Men & Motors "The Hot House" programme with her father and Manager, Bob Parker, in the second half of 1998 she said that she'd been modeling since May of 1998 and that she started when she was age 16.

If you believe Zoe, her Dad, or The Sport then she was 16, however the magazine she was in states "all models are over 18" in small print.
