Not true. Substitute the word "educational" and you have the answer. The "Lovers' Guides" have always been broadcastable on subscription/pay per view.

if the subject matter is aimed at an educated middle class audience then anything is permitted.

if the subject matter is aimed at an uneducated working class audience then it has to be controlled by the powers that be.

porn is considered to be aimed at the latter and therefore has to be controlled, as everyone knows that uneducated working class people are simpletons and need to TOLD what is acceptable and NOT asked.
