Modern videos can play NTSC no problem. If you have a cheaper or older video, you need to either buy a new one (go bidding on ebay for the best buys) or pay just as much for a device - god knows where you get that from though.

I think he means RECORD to PAL from NTSC. I know it can be done, but am ignorant as to how.

The site http://www.mindlogic.com/index.shtml sells all manner of equipment related to this. It's primarily a catalog, but you can glean some basic technical info from the site, regarding what equipment is necessary for what conversion, at what cost.

You need a 'standards converter' to change the signal rate, pal and ntsc have different line and frequency refresh rates. It is pretty straightforward but expensive. about ?100 an hour, not including tapes or machine time - that ?100 is just for the use of the converter.
