No - the under-18 scenes are available in Europe - not in the USA. As to how it's legal, don't ask me. Except perhaps it's to do with the validity of a contract. As I undestand it, it is illegal in Europe for anyone under 18 to appear in a porn film because of the question of a a valid written agreement, rather than a question of statutory rape, which was a concern in the USA in realtion to these films for a while. These scenes *were* shot and they can't be *un-shot* - in most of them she was between 16 and 18, the age of consent for sex varies between countries but is less than 18, and it happened nearly 20 years ago. Perhaps none of the authorities in Europe have bothered about it because they don't know or don't don't think it's worth making a fuss if in practice, for most of the films, it was just a question of a valid contract rather than under age sex. The BBFC wouldn't give them an R18 certificate though, apart from the one film she did when she was over 18.
Don't expect legal matters to be clear and logical - if they were most lawyers woudl be out of a job.

In America, the masters with Traci probably were destroyed - most likely AFTER the scenes without her in were transferred to a new second-generation 'master' which would enable the films to be reissued with her scenes taken out.
As for any masters or other copies existing outside the USA - US courts have jurisdiction only as regards US law. As a general rule an American Court cannot pass judgement on something (such as possession of a video or master tape) which happened in, say, France. Whether or not it is illegal to possess a copy of 'New Wave Hookers' in France is a question of French law, for the French courts to decide.

Yes that sounds to be more true Rimbaud and i don't believe there is a country in the world where you can film, market, sell and buy pornography of someone so young even if the age of consent is met for that country, because there is one thing having sex and another filming and selling it.

This is by most accounts (including hers) Traci's first film, but I don't think she did any sex in it.
