The slowness would either be your ISPs or you've some unwanted guest programs.To check your download & upload speeds try visiting

I run Norton Anti-Virus & Zone Alarm Firewall....very good at keeping viruses & trojans at bay but
even so I always check on a daily basis after surfing with

Adaware
Spybot
CW Shredder

and always find spyware or adaware.....these little buggers always slow your surfing speed down
