Elton, no I don't believe any sane person could hold that belief. But under the laws definition of sanity this guy most certainly is.
I've met some extremely disturbed & dangerous people over the years, all of them deemed clinically sane. But no less dangerous for that fact.
Is locking them up forever the answer, dangling the carrot, hoping that with treatment that they'll be rehabilitated & possibly released? Or would it be more humane to apply the "not mad, just bad" tag & destroy the threat forever?

I understand what you mean but killing them or even Chemically castrating them takes away their choice and our understanding of them.
A guy moved into a local area and was seen befriending a 10 year old boy , so a neighbor called the police and asked if this man had any convictions , he did and was a known pedophile that had being re-housed round the corner from a school !!!, the police told the person who phoned that they would come round and take this man to the station for questioning in one hour , giving the locals time to get a lynch mob together , they burst in his house stole everything he had and beat him up very badly , he had not done anything (this time) and had no kiddy porn , call it karma or his just deserves , I believe people have a right to bring up kids in a safe environment , re-housing a known pedophile near a school can and will lead to them re-offending , but he's also a victim , he didn't just wake up one day and think of becoming a pedophile , something has happened to him to make him mentally ill ,some form of abuse ? and by keeping him in a mental hospital / safe environment we can study and hopefully understand what makes people like this tick and how to recognize it in others before they wreck peoples lives .

I don't condone lynch mob mentality but it's understandable when the "system" permits such foolish rehoming of this type of offender. What happened to common sense?
To suggest that they are victims is a good idea, yes people are affected & moulded by their environment & treatment. It's called "conditioning" as were Pavlovs' dogs. Therefore, they can be reconditioned at length to a "perceived normality" Well in this case & many like it the "abused victim" is completely beyond any reconditioning or corrective treatment.
Is it morally justified to keep these people in a secure environment for an infinite period to be used as lab rats, to find out what makes them tick?
Or maybe they should be released to "care in the community" where "the system" can keep tabs on them! We all know how well that works!
