I suspect that it's a way of marketing herself.

She'll stay covered up until the interest in her subsides and then the top will come off to regain it.

Then when the interest fades with her being topless then the knickers will come off.

Fair enough really. Can and probably will prolong her career and make her more money if indeed that is what she's doing.
